I think Adsense will not change it that way because Adsense is being used not only for individuals. Many business sites are using the network also and they often don’t use the same information for Adsense and domain.
Btw, I hope they will integrate Analytics with Adsense for more insights and verifying ownership. :)

There have been some changes in the whole Google department of late, new gmail interface, new gmail accounts interface, g+ implementation and now Adsense. Hi Suresh,
Nothing changes for existing Adsense users, we can still add as many sites as we wish without verifying ownership. The change is applied for new users only and I believe getting approved for an Adsense account will be much more difficult now.
Earlier, I saw some people submit a strange website that is not theirs and they were still successful in getting an Adsense account. The rule for application is much stricter now and I believe it will benefit publishers as well.

It was too much. Almost all websites used adsense and it started to look cheap and spamming. Hope after the new procedure ads will be available to more genuine sites and it will increase the importance as well.

What for the existing users of Adsense? Should they register every new website they want to implement code or it is up to the webmasters as it is now?
